There are some other factors like how the signal is routed by the ISP's, but mostly it's pure distance travel time. And you cannot in any way, shape or form, make the signal go any faster. TTL is time to live (or hop limit) and has nothing to do with your ping but instead indicates the amount of hops. The windows ping tool uses a default TTL of 64 - so, the higher the value is to this default value, the better (= less hops means less routing nodes that can fuck up your latency) The actual ping is indicated by the time value.

Fun part from me. I had big issue with my ms going up to 80ms. Sooo, at this moment my monitor is a 75h one so I capped my fps to 80. That moment I noticed my ping is going from 80 to 83 in a very high and fps refreshing kinda speed. I uncapped my fps again and my ms went back to 32ms. I was able to replicate that in every game so
If you trace the EUW-Servers 31.186.226.252 and 95.172.70.254 its again going over the USA. I am a Unity Media customer from Germany and this exact problem showed up when they started the ladder reset for season 4. Its going over Servers similar to this 154.54.80.177 causing high ping around 100-400 ms.
We should have a ping limit (ex : 800-1000ms) before starting a game because it impacts the user but all the team as well. Another feature where mobile League is ahead of the real deal. Any time I start the game I have to open a practice tool game to check my ping, due to the client having no way to check it.
If you are not losing frames on the FPS indicator or increasing ping, it might be your CPU. League is a very CPU intense game so it might be deteriorating or getting hot. Its a new rig, and ive played more intense cpu games that run fine. Its ping thats affected, the game runs fine - i dont get it lmao.

The problem is being caused by something else. Make sure you leave a ping run to say 8.8.8.8 in the background while you run the game.
